Gov. Pritzker Announces One Appointment to Boards and Commissions

Morgan Winters will serve as the State-Based Marketplace Director within the Illinois Department of Insurance.* An experienced healthcare professional, Winters most recently served as the Deputy Director and Chief Operating Officer for MNsure, Minnesota's health insurance marketplace. Winters' leadership with MNsure also includes previous service as the Senior Director of Business Operations, Director of Policy & Plan Management, and Manager of Operations & Contact Center. Winters was recognized by his peers and was awarded the State of Minnesota's IT Project of the Year in 2022 for his strategic leadership executing the provisions of the American Rescue Plan Act. Winters received a Bachelor of Arts and Master of Public Policy with a concentration on social programs and health care policy reform, both from the University of Minnesota.
